Governance Without Architecture: What the UN AI Dialogue Established, and What It Still Requires

The inaugural UN Global Dialogue on AI Governance reached consensus among 163 nations on accountability requirements. This paper argues that consensus without enforcement architecture is not governance — it is the language of governance applied to a situation where governance was never actually established. The paper identifies five structural capabilities the dialogue named but cannot deliver, and proposes a deployable deterministic admissibility enforcement engine as the missing implementation layer.
The Sovereign Value Record: A Proposal for the Deterministic Measurement and Protective Certification of Non-Market Assets

The UN Sustainable Development Goals require financing architecture capable of recognizing and protecting assets that markets do not currently price: intact ecosystems, indigenous knowledge systems, sovereign natural capital, cultural heritage, and community data. This paper proposes the Sovereign Value Record as the missing certification layer — a deterministic framework for recognizing that value without converting assets into commodities.
